Bryant Ridge's Analysis:
The process that led Winchester to produce the M1 Garand rifle began in 1938, when the U.S. government, concerned about increasing tensions in Europe, passed the Education Orders Act to expand war production. This act led to the solicitation of bids for manufacturing the M1 Garand, and Winchester, along with Remington Arms and Savage, was shortlisted. However, Winchester’s leadership, particularly Edwin Pugsley, was initially skeptical about the rifle’s design and its viability for mass production. Despite concerns about the rifle's reliability and the financial risks involved, including new labor laws under the Walsh-Healy Act, Winchester ultimately decided to bid. By April 1939, after months of deliberation, they secured the contract to produce M1 Garands and immediately worked to freeze the rifle’s design, as Springfield Armory was still making modifications. 
 
Production faced delays due to design changes and equipment issues, with the first deliveries of the educational contract rifles not occurring until December 1940, almost three months late. However, once the educational contract was completed, Winchester began fulfilling larger government contracts, ramping up production to deliver rifles in earnest by May 1942. The cost per rifle dropped significantly as efficiency improved, from $175 under the initial contract to $116.15 for subsequent orders. By the end of World War II in 1945, Winchester had produced over 513,000 M1 Garands, making a crucial contribution to the U.S. military’s success during the war.
