The Makarov pistol (PM, Pistolet Makarova) is a Soviet semi-automatic sidearm designed by Nikolay Fyodorovich Makarov and adopted in 1951 as the standard military and police pistol of the USSR. After World War II, the Soviet Union sought to replace its outdated TT-33 Tokarev and Nagant M1895 revolver with a smaller, safer, and more reliable weapon suited to officers, vehicle crews, and internal security forces. A design competition beginning in 1945 ultimately favored a new 9×18mm cartridge developed by Boris V. Semin, chosen for its balance of stopping power, moderate recoil, and compatibility with a simple blowback design. Several engineers submitted pistols, but Makarov’s entry—drawing inspiration from the German Walther PP yet simplified for mass production—proved the most reliable, durable, and easy to maintain. Manufactured at the Izhevsk Mechanical Plant, the PM was formally adopted in December 1951 and issued widely throughout the Soviet military, police, and security services.

It remained in frontline use throughout the Cold War. The Makarov pistol was also produced under license in several allied nations, including East Germany and China, with the most notable being made in Bulgaria, where the state-owned Arsenal AD factory in Kazanlak began producing Makarovs. These Bulgarian-made pistols, identifiable by the “10” within a circle marking, were known for their quality craftsmanship and were widely exported to various countries. The Makarov pistol continued to see service after the collapse of the USSR in 1991, with surplus examples later imported to the United States.
