The M1903 Springfield rifle, originally produced by Springfield Armory and Rock Island Arsenal, served as the backbone of the U.S. military’s small arms inventory from its introduction in 1903 through the interwar period. While the M1917 "American Enfield" supplemented supply during World War I, the M1903 remained the official standard service rifle until it was officially replaced by the semi-automatic M1 Garand in 1936. However, limited production capacity meant that the M1903 continued to serve as the primary rifle well into the early stages of World War II, underscoring its reliability and importance during a time of global conflict.
 
In 1940, following the British evacuation at Dunkirk and the resulting loss of arms, the British government urgently sought rifles to rearm its forces and turned to the United States for assistance. One proposal involved restarting production of the M1903 using retired tooling stored at Rock Island Arsenal. The U.S. War Department agreed to lease this equipment, despite its worn condition, to Remington Arms Company, which would produce rifles under British contract. To support the effort, the U.S. also provided approximately 600,000 surplus walnut stock blanks. In return, Remington committed to offset the cost by producing ammunition for the U.S. government under future contracts. This arrangement reflected both the urgency of wartime logistics and the enduring utility of the M1903 design in meeting international demands.
