Bryant Ridge's Analysis:
Croatian engineer Marko Vukovic originally developed his P38-inspired pistol in the late 1980s as a prototype intended for the Yugoslav military. It was not adopted at that time, but when Croatia declared independence in 1991, the design was revived. The newly formed Croatian armed forces required substantial quantities of small arms, so Vukovic resubmitted his pistol to the Croatian authorities. They responded positively, and it was adopted as the PHP (“Prvi Hrvatski Pistolj” – First Croatian Pistol) MV-9, entering production in 1992. This represented both a practical success — providing a reliable, domestically produced handgun for the Army — and a symbolic victory, demonstrating logistical independence from the former Yugoslavia. The pistol was refined in 1994 with a shorter (4-inch) barrel and simplified disassembly.
