Bryant Ridge's Analysis:
In the Russo-Turkish War between 1877 and 1878, soldiers of the Imperial Russian Army were armed with single-shot Berdan rifles and suffered significant losses against Ottoman troops who had repeating Winchester 1866 rifles. This was especially evident during the Siege of Pleven. As a result, Russian commanders realized the importance of upgrading the army's general infantry weapons.

The GAU of the Ministry of War of the Russian Empire obtained and tested various weapons. In 1889, they acquired the Lebel Model 1886 rifle from France through semi-official channels. The rifle was provided with a model of the cartridge and bullet but without a primer or smokeless powder. Russian scientists and engineers solved these issues. They produced smokeless powder, which was developed by Dmitri Mendeleev himself.

In 1889, there were three rifles that were submitted for evaluation. Captain Sergei Ivanovich Mosin of the imperial army submitted his rifle, which was of "3-line" caliber, measuring 0.30 cal or 7.62 mm. Belgian designer Léon Nagant submitted a design with a "3.5-line" caliber, measuring 0.35 cal or 9 mm. Another "3-line" design was submitted by Captain Zinoviev. In this context, 1 "line" equals 1/10 inch or 2.54 mm, which means that 3 lines are equal to 7.62 mm.

After the trials ended in 1891, there was a split in the evaluators' assessment. Nagant's rifle was more complicated and required a longer and more tiring process of disassembly with special instruments. Mosin's rifle was criticized for its lower quality of manufacture and materials due to artisan pre-production. The commission initially voted 14 to 10 in favor of Mosin's rifle. Consequently, the commission was renamed as the Commission for the creation of the small-bore rifle, and the final requirements for such a rifle were documented. The inventors then provided their final designs. The head of the commission, General Chagin, ordered subsequent tests to be held under the commission's supervision, and Mosin's bolt-action design was ordered into production under the name of 3-line rifle M1891.

The rifle known as the 3-line Model 1891 was officially adopted by the Russian military in 1891. It was produced starting in 1892 at the Tula, Izhevsk, and Sestroryetsk arsenals. An order for 500,000 rifles was placed with the French weapons manufacturer, Manufacture Nationale d'Armes de Châtellerault.

The Mosin-Nagant is a five-shot, bolt-action, internal magazine–fed military rifle. Known officially as the 3-line rifle M1891 and informally in Russia and the former Soviet Union as Mosin's rifle, it is primarily found chambered for its original 7.62×54mmR cartridge. Developed from 1882 to 1891, it was used by the armed forces of the Russian Empire, the Soviet Union, and various other states. It is one of the most mass-produced military bolt-action rifles in history, with over 37 million units produced since 1891. In spite of its age, it has been used in various conflicts around the world up to the present day.
