The Model 64 was introduced in Winchester’s January 1933 catalog as a direct replacement for the Model 55. At the time of its release, it was offered in the same calibers as the Model 55: .25-35 W.C.F., .30 W.C.F., and .32 W.S. Like its predecessor, the Model 64 was never officially listed or cataloged in the .32-40 or .38-55 cartridges. However, a very limited number of rifles in those calibers were produced through 1937. These rare examples are seldom seen today, and many that surface are believed to be fakes. Production of the Model 64 began in late 1932, and it was offered in two versions: (1) the standard Rifle and (2) the Deer Rifle, which collectors often refer to as the "Deluxe" model. Throughout its production run, the Model 64 used the same serial number range as the Model 94. Manufacturing ceased in late 1957, with an estimated total output of 66,783 units, though the actual number may be higher.

In 1934, a 20-inch barrel option was introduced for both the standard and Deer Rifle models, and these shorter-barreled versions are commonly called “Carbines” by collectors. In 1937, the 219 Zipper caliber was added to the lineup. Aside from variations in rear sight configurations, the Model 64 saw few other changes or options throughout its production.
