For many years, Ruger Mini-14 rifles and Mini Thirty rifles have been popular for a wide range of uses including farming, ranching, hunting in wooded areas, and personal defense. Their short barrels and overall compact size make them well-suited for applications where maneuverability and ease of handling are important. With different configurations available, from the standard Ranch Rifle to the highly accurate Mini-14® Target Rifle, as well as Tactical models with collapsible stocks or compact barrels with flash suppressors, there is a Mini-14 or Mini Thirty to meet any need. These rifles are specifically designed for mounting modern scopes or other optical sighting systems, featuring side ejection to accommodate top-mounted scopes and a patented recoil buffer that protects the scope from damage or point-of-impact shifts during the semi-automatic action cycle.
The Ruger Mini-14 Target Rifle features a hammer-forged heavy profile barrel and a stock suitable for bench work. The twenty-two-inch barrel measures .786 inches in diameter forward of the gas block, and .669 inches under the hand guard to the rear of the gas block. It has a one-in-nine-inch rifling twist to accurately stabilize long, heavy bullets as well as short, light bullets. The heavy barrel profile adds stiffness and better heat absorption compared to the standard barrel profile used on the original Mini and the Ranch Rifle.

The most prominent feature of the Target Rifle is the harmonic barrel tuner. This device is attached near the muzzle, and by loosening four Allen screws, a shooter can fine-tune the barrel vibrations for the best accuracy with a particular load. The device has a wide range of adjustments and works on the same principle as the Browning BOSS system, but the Ruger unit is more substantial and offers a wider range of adjustments. The rifle can be fired with the harmonic tuner in any position or with the unit completely removed from the weapon. In practice, it works like a hand loader fine-tuning his load for the best accuracy, but the Ruger device offers the same tuning advantage even when using factory ammunition, with the minute adjustments made to the rifle instead of the ammunition.
