Bryant Ridge's Analysis:
In general, the "British Bulldog" revolvers all say "British Bulldog" on the top strap. Ian Hogg says this about them: (Pistols of the World, 3rd Ed., p.63) "The Webley No. 2 was extensively copied in Belgium and sold with no other marking but the title; no manufacturer's name is ever present, but small variations in pattern and finish suggest that several Belgian gunmakers were involved in 1885-1910. The guns are rarely easily distinguishable from the genuine Webleys, excepting for the absence of British markings."
I think this gun is inspired by the Webley design (as were number of pocket pistols made in Belgium in those years) but isn't a direct copy. It is more similar to the "Kobold" revolvers, made by Raick Freres of Liege. Hogg describes them as "short-barreled solid frame guns with double-action locks, ejector rods and birds-head butts. Some had folding triggers, while others had fixed triggers with guards. Most had a manual safety catch on the left of the frame which locked the hammer. They appeared in a range of calibres, and were frequently distributed by gunmakers and retailers (e.g., J.B Ronge of Liege or Albrecht Kind in Germany)." (Pistols of the World, 3rd Ed., p. 184)
In the late 19th-early 20th Centuries, there were a number of manufacturers in Belgium who made 'pocket pistols", for sale to those who wanted protection but couldn't afford a Colt, or a Webley, or a Nagant. Some were (more or less) copies of those weapons, while others were more generic. They were often chambered in either .320 Revolver or .32 S&W.

ELG oval with crown - definitive black powder proof for breech loading guns, small bore guns and handguns. Used since 1893. Liege proof mark.
Crown L - Belgian inspector's mark. Single letter. Many different versions.
