The Finnish Civil Guard M28 rifle, developed in the late 1920s, is a notable evolution of the Mosin–Nagant design tailored to Finnish needs. Created for the Suojeluskunta (Civil Guard), it was based on the Finnish Army’s M27 but featured a heavier, free-floating 27-inch barrel that improved both balance and accuracy, crucial for Finland’s rugged terrain. Barrels were sourced from the Swiss manufacturer SIG (Schweizerische Industrie Gesellschaft of Neuhausen) and bear the "SY" marking on the barrel, an abbreviation for Suojeluskuntain Yliesikunta (Civil Guard). In the mid-1930s, many rifles were modified by reaming the chamber throat to accommodate the newer, heavier D-166 ball cartridge. These rifles were stamped with a capital “D” on the barrel to signify approval for this ammunition while retaining compatibility with standard rounds. This practical modification allowed Finnish troops to safely use both domestically produced and captured Soviet ammunition. Combining Swiss barrel craftsmanship, Finnish precision manufacturing, and thoughtful wartime upgrades, the M28 earned a reputation as a reliable and effective rifle throughout the Winter and Continuation Wars.
