Bryant Ridge's Analysis:
Adopted in 1994 as the PMM (Pistolet Makarova Modernizirovannyy or "Modernized Makarov Pistol"), the Grach-3 was not intended to replace the original Makarov. Its military use has been limited primarily to the Russian Federation’s airborne troops and special operations units of the GRU. Interestingly, the PMM found greater success as a commercial export to the USA, a trend that emerged due to the financial challenges following the dissolution of the USSR. As the Cold War ended and the Iron Curtain lifted, Russian-made firearms entered the U.S. market in significant numbers during the mid-1990s. However, the Gun Control Act of 1968 imposed a "sporting purposes" requirement, and Clinton-era trade restrictions barred the importation of non-C&R Russian military surplus firearms. Consequently, Russian Makarovs could only be imported if they featured thumb rest grips and adjustable rear sight assemblies, necessitating assembly on a strictly commercial production line. In response, the Izhevsk Mechanical Plant developed a line of compliant Makarov pistols marked "Made in Russia by IMEZ" for U.S. importers.

The IMEZ product line included the eight-shot IJ70-18A pistol in 9×18mm, which was essentially a standard Makarov PM, alongside a similar eight-shot model in .380 ACP, designated IJ70-17A. The letter “A” indicated the presence of adjustable rear sights, and the IJ70-18As and IJ70-17As were identical aside from caliber and external markings. IMEZ also offered the IJ70-17AS in .380 ACP, featuring adjustable sights and a satin stainless-steel finish. Additionally, the company commercialized the PMM by introducing the IJ70-17AH in .380 ACP and the IJ70-18AH in 9×18mm, with the “H” denoting “high capacity” as both models came equipped with PMM-type double-stack magazines.
