The Rossi Model 13 “Princess” is a distinctive revolver with a rich history that highlights its unique place in the firearms market. Manufactured by Amadeo Rossi S.A. in São Leopoldo, Brazil, since 1957, the Princess has become one of the most produced .22 Long Rifle revolvers, with nearly a million units crafted over the decades. Its design, featuring a 3-inch barrel and a nickel finish, was aimed at providing a reliable and attractive firearm suitable for everyday carry, particularly targeting the Brazilian and Central American markets. The revolver is noted for its double-action mechanism and practical features, including a ramp front sight paired with an integral base rear sight for improved accuracy. The Rossi Model 13 was imported into the United States from late 1965 through 1968 by Forearms International Corp., with about 60,000 units making their way into the U.S. market. However, the passage of the 1968 Gun Control Act brought significant changes to import regulations. The Act imposed strict requirements, including a minimum barrel length of 4.5 inches for revolvers, which the Rossi fell short of by 1.5 inches. Furthermore, the Bureau of Alcohol, Tobacco, Firearms and Explosives (BATF) required revolvers to accumulate a specific number of "points" based on factors such as barrel length, frame material, and safety features. Despite the Rossi’s compliance with safety standards due to its transfer bar mechanism, it failed to meet the point criteria due to its die-cast frame and other factors.
 
The Rossi Princess’s importation was halted as a result of these regulations, much to the frustration of importers who were left with significant backorders. Despite the setbacks in the U.S. market, Rossi continued to produce the Princess for other markets, even as the company sought to shift focus to more profitable and conventional steel-framed models. The Princess, with its nickel-plated finish and brown synthetic checkered grips featuring Rossi medallions, became a popular choice due to its aesthetic resemblance to the Smith & Wesson .22 Long “Ladysmith” and its practical design for various uses, such as being a handy revolver for tackle boxes or knapsacks. The legacy of the Rossi Model 13 is noteworthy not only for its production numbers but also for its contribution to the .22 caliber revolver market. In the United States, the Princess outpaced the production of the classic Smith & Wesson .22 hand ejectors, with over twice as many units sold in a fraction of the time. Despite its eventual discontinuation, the Rossi Princess remains a testament to the effectiveness of its design and the challenges faced by international firearms manufacturers navigating the complexities of U.S. import regulations.
