The Model 28, also known as the Highway Patrolman, has its roots in the Smith & Wesson Registered Magnum. The Registered Magnum then evolved into the .357 Magnum, which was first produced on April 8, 1935. In December 1941, S&W stopped the production of the .357 Magnum to focus on wartime production. However, it was reintroduced in December 1948 with the new series starting at serial number S72000. The new .357 Magnum had been updated with the rebound slide operated hammer block and the new short throw hammer. It was renamed the Model 27 in 1957. Although law enforcement agencies preferred the Model 27, its high-polish finish and labor-intensive top strap checkering increased its cost without adding any extra functionality for a police carry gun.
During the late 1940s and early 1950s, Smith & Wesson was the only American gun company producing a revolver chambered for the .357 Magnum cartridge. As this model was quite deluxe, police departments and individual officers requested a more affordable and utilitarian version. In response, Smith & Wesson introduced the Highway Patrolman revolver (later renamed the Model 28 in 1957). Although this new revolver was more affordable, it was mechanically the same as the fancier Model 27.
The Model 28 from Smith & Wesson is an unusual revolver as the company removed some features from the Model 27 to create it. This was done to reduce production costs without reducing its usefulness. The Highway Patrolman, which is a classic N frame revolver, is blued, but it is not polished, which saves labor costs. To achieve a matte appearance, the top strap and frame rounds are bead-blasted. The Model 28 was produced from 1954 through 1986 and was popular among both police officers and civilian shooters throughout most of its production run.
