During World War II, all .38 revolvers produced by Smith & Wesson were referred to as the "Victory Model." However, the term typically refers to the .38 Special revolvers with 4" barrels that were made under contracts with the U.S. Navy and U.S. Ordnance Department. Initially, the Navy bypassed the standard procedure of having small arms procured through the U.S. Army Ordnance Department, issuing contracts directly to Smith & Wesson. This decision led to quality control problems, as no inspector was stationed at the factory. In the early stages, up to 30% of the revolvers produced were rejected due to defects. To address these issues, Ordnance took over the contracts in early 1942, introducing stricter inspection procedures and improving the overall quality of the revolvers.

The Navy-issued .38 Special Victory Model revolvers were typically finished with Parkerizing and had a 4" barrel. The serial numbers bore the "V" prefix, and a lanyard ring was attached to the butt. Early production models lacked factory-applied Navy markings, but these were later stamped with "Property of U.S. Navy" on the left side of the frame. As production continued, the Navy markings moved to the topstrap above the cylinder. Approximately 65,000 Victory Model revolvers were purchased by the Navy, and once Army Ordnance took over procurement, the markings changed to "U.S. Property G.H.D." The "G.H.D." initials referred to U.S. Army Col. Guy H. Drewry, who oversaw the Springfield Ordnance District, where Smith & Wesson was located. These initials appear on other weapons produced in the same district, and while some believe they represent the inspector, they actually denote Ordnance personnel working under Col. Drewry's authority.
