At the dawn of the 20th century, the bolt-action rifle emerged as a game-changer in the world of affordable .22 rimfire firearms. Winchester was among the pioneers in this segment with the introduction of the Model 1900, designed by John Browning. Unlike earlier Winchester .22 rifles, which were adapted from the company's lever-action centerfire models like the 1873 and 1885, the Model 1900 featured a novel and straightforward design. It utilized a rear-barrel receiver to accommodate the turning bolt, a design principle that would influence future Winchester single-shot .22 rifles, including the widely used Model 67. By the 1920s, the market for bolt-action .22 rifles was becoming increasingly competitive, with notable entries from Savage, Mossberg, Iver Johnson, and Remington. In response to this competition, Winchester experimented with several designs in the late 1920s and 1930s before launching the Model 67 in 1934 during the Great Depression. The Model 67, priced at a modest $5.50, featured a 27-inch barrel, a walnut stock, and the ability to fire .22 Short, Long, and Long Rifle cartridges. Its design included a large screw for easy takedown.

Though Model 67 rifles were not serial-numbered, dating them can be done through several features: the original models had finger grooves in the stock, while from 1937 onward, the takedown screw was recessed. Post-war models typically had blued rather than chrome-plated bolts, triggers, and cocking pieces. Subsequent refinements led to the "67A" designation. The Model 67 remained in production with only minor modifications until 1963, though production halted from 1942 to 1945 to focus on wartime needs. Estimates suggest that around 500,000 units were produced during its three-decade run.
