At the dawn of the 20th century, the introduction of bolt-action rifles marked a significant shift in the realm of affordable .22 rimfire firearms. Winchester quickly entered the low-cost bolt-action .22 market with its innovative Model 1900, designed by John Browning. Unlike Winchester’s earlier .22 rifles, which were adaptations of the company's lever-action centerfire models like the 1873 and 1885, the Model 1900 featured a fresh and simplified design. It utilized a rear barrel section machined into a receiver to accommodate the rotating bolt. This straightforward design established a foundation for future Winchester single-shot .22 rifles, leading to the development of notable models such as the Model 67.

By the 1920s, the bolt-action .22 rifle market had become highly competitive, with strong offerings from brands like Savage, Mossberg, Iver Johnson, and Remington. In response, Winchester experimented with various designs throughout the late 1920s and 1930s to match their competitors' pricing. The culmination of these efforts was the introduction of the Model 67 in 1934, during the Great Depression. Priced at a modest $5.50, the Model 67 featured a 27-inch barrel and a walnut stock. It was capable of firing .22 Short, Long, and Long Rifle cartridges and included a takedown feature secured by a large screw.
The Model 67 remained in production with only minor design modifications until 1963, though manufacturing was paused from 1942 to 1945 to focus on wartime needs. While exact production numbers are unclear, estimates suggest around 500,000 units were made. Although Model 67s were not serial numbered, several distinguishing features can help date them. The initial production year saw finger grooves on the stock, which were removed in later models. Starting in 1937, the takedown screw was recessed into the stock, and early post-war rifles had blued, rather than chrome-plated, bolts, triggers, and cocking pieces. Additional small design changes also provide clues to the rifle's age. Improved versions of the rifle were marked as “67A.”
The Model 67 saw several notable variants. In 1935, a .22 WRF chambering was introduced, and the following year, a smoothbore model was offered for .22 shot cartridges. The “Junior” model, launched in 1937, featured a 20-inch barrel and a shortened stock, while the “Miniature Bore Target” model, introduced in 1940, was designed with a 24-inch barrel and specialized sights for shooting small clay pigeons with .22 shot cartridges. Additionally, a Model 67 could be factory-ordered with a Winchester-branded scope, though a special version with a scope and no iron sights was designated the Model 677, despite being marked as “Model 67.” An aperture-sighted variant was known as the Model 68. Collectively, these variants contributed more than 100,000 units to the total production. The Model 67 was also acquired by the British government for training during World War II and can be identified with British proofs and military acceptance marks.
