The Winchester Model 69 was introduced in 1935 as a bolt-action rifle designed to interchangeably chamber .22 Short, Long, and Long Rifle cartridges. The Model 69 featured a rear-mounted cocking knob, similar to the 1903 Springfield, which cocked upon closing and also served as a safety when twisted. Designed as a mid-priced option suitable for both sport and target shooting, the Model 69 quickly gained popularity. In August 1935, a rebounding lock mechanism was incorporated to comply with Canadian import regulations, making the rifle suitable for export. Further refinements were made in 1937, including a flush-mounted takedown screw and a redesigned walnut stock with a semi-beavertail forearm and a more pronounced pistol grip. All stocks were equipped with a composition buttplate bearing the Winchester logo. A major redesign in 1937 resulted in the Model 69A. This version eliminated the rear cocking knob and introduced a new cock-on-opening mechanism that provides faster lock time and improved overall reliability. A sliding safety lever was added to the right side of the receiver.

The standard barrel was lengthened to 25 inches and made slightly heavier than the original, giving a more balanced feel. The 69A became particularly popular among target shooters for its smooth bolt operation, crisp trigger, and consistent accuracy. Weighing approximately five pounds, it remained in production essentially unchanged until 1963. Across all variants, a total of 355,363 rifles were produced, none of which were serial numbered.
