In 1903, Colt introduced the Browning-designed Model 1903 Pocket Pistol, chambered in the re-baptized .32 ACP (Automatic Colt Pistol). Flat, lightweight, and user-friendly, the Model 1903 became an instant hit on the American market. Seeing the success, Savage decided to enter the booming pocket-pistol market. In 1905, while some Savage engineers were developing a .45 caliber service pistol, others set about downsizing that design to handle the .32 ACP cartridge. The result was the Savage Model 1907 Semi-Automatic Pistol, which introduced several unique features that set it apart from other pocket pistols of the era. Featuring a rotating-barrel, delayed-blowback operating system, the Model 1907 was the first mass-produced pistol to utilize a staggered-column magazine with a 10-round capacity. While this magazine required a grip frame wider than its competitors, Searle's design permitted a lightweight slide, bringing the Model 1907’s unloaded weight to a svelte 19 ounces—three ounces lighter than the FN Model 1900 and five ounces lighter than the Colt Model 1903. The Model 1907 hit the market in 1908 and, despite its higher cost, became the best-selling pocket pistol in the U.S. between 1908 and the start of World War I.

In 1915, Savage briefly introduced the Model 1915, a true 'hammerless' variant featuring a shrouded cocking piece and a new grip safety; however, it was produced for only two years. Production of the Model 1907 ceased in 1920 with the introduction of the final variant, the Model 1917. This later model differed by featuring a wider, flared grip frame that utilized screws to secure the grip panels. It was produced in both .32 and .380 caliber, with the former being the most popular. Pistol production at Savage eventually ended in 1928, with approximately 235,000 Model 1907 and 43,000 Model 1917 pistols manufactured.
