The Mitchell Arms “High Standard” Citation II is a .22 Long Rifle semi-automatic target pistol produced by Mitchell Arms in the early-to-mid 1990s as a short-run continuation of High Standard’s celebrated target pistol lineage. Surviving records indicate production under the High Standard marking during 1993–94, though examples bearing Mitchell markings suggest the model may have remained in production somewhat longer. Designed with precision shooting in mind, it typically features a heavy barrel configuration, offered either as a solid 5 1/2" bull barrel or a distinctive 7 1/4" round fluted barrel, target controls with adjustable sights, a push-button barrel takedown system for convenient maintenance, a 10-round magazine, and checkered walnut target grips with thumb rests that enhance comfort and control during extended range sessions. The pistol was offered primarily in stainless finishes, giving it both an attractive appearance and excellent corrosion resistance. Because of litigation and licensing changes, the High Standard logo was dropped from Mitchell production in 1994, and the model nomenclature was phased out by the mid-1990s, which helps explain why Citation II pistols marked “High Standard” under Mitchell are comparatively uncommon and increasingly collectible today.
