This Chinese SKS "Paratrooper" was imported to the United States by Briklee Trading Company (BTC) in south El Monte, California and features ALL matching serial numbers!

Bryant Ridge's Analysis:
Prior to the "assault weapons" ban, hundreds of thousands of SKS carbines were imported into the U.S. The SKS was rapidly becoming one of the favorites of American hunters and shooters. Its low cost and durability made it a popular "truck gun" for those shooters who spend a lot of time in the woods, whether they are ranchers, farmers, or plinkers. While the Russian made SKS is a bonafide curio and relic firearm and legal for importation, the Clinton administration suspended all import permits for firearms having a rifled bore and ammunition from the former Soviet Union in early 1994. In order to get the ban lifted, the Russian government signed a trade agreement, wherein they agreed to deny export licenses to any American company seeking SKS rifles and a variety of other firearms and ammunition deemed politically incorrect by Clinton & Gore. The BATF then used this agreement as a reason to deny import licenses for any SKS from any country. Most of the SKS carbines imported into the U.S. came from the Peoples Republic of China. They were a mix of refurbished military issue, straight military surplus, and even some new manufacture. Quality was rather poor. Compared to the SKS Chinese carbines, only a few Russian made SKSs ever made it into the U.S. All are from military stockpiles and were refurbished at the Tula Arms Works, probably the oldest continuously operating armory in the world. 
One thing is true about all paratroopers they were never used by the Chinese military. They are all commercial imports. Every one of these rifles were cut to 16.5 inches and shipped to the USA from China.
The  Jianshe Arsenal /26\ , also known as state factory /296\ and (formally known as arsenal 21) was moved to Chongqing in 1939 and subsequently being named Jianshe Machine Tool Factory in April 1957.  A wide variety of small-arms were produced here. In current times its tied to China South Industries where they still produce small-arms and all sorts of other things such as ATVs and motorcycles etc today.
